98 Accent doesnt even try to turn over

Hello, I have a 1998 accent 1.5L that will not turn over. Doesnt even try, makes a strange electrical whining noise. I get this same noise now when trying the hazard lights or headlights. That noise seems like it is trying to provide power but isnt able to get enough. The battery seems weak and is a little caroded but I cleaned it off a little bit. I will be taking it down and testing it later today. Any help would be greatly appreciated.

Well I got it working now, turns out that the corrosion was preventing a good connection. A bit of sandpaper and we are good to go. Cya later
