1992 elantra timing issue

1992 elantra timing issue
sup yall first time here, hope yall having a good day. aight well heres whats going on.
first off let me tell ya this is not my car it is a friends so i know very little about it.
it is a 92 elantra best i can tell engine is 1.6 16v DOHC (1.6 comes from hood and 16V DOHC comes from engine markings)
so he called me up said he was having probs with the car wasnt running right. no other explanation.
i go and check it out it starts right up but idles like sh*t and when put in gear all but dies.
to me this sounds alot like like the timing is out of whack. but i figured id ask you hyundai guys and see if theres anythign else that might be causing this. according to him the motor is at about 67k. seems a little low but idk not my car. i didnt have alot of time or tools to look it over because instead of bringing his car to me he wanted me to come take a look at it on the side of the street. i also thought maybe firing order was off but i dont know what the order is on this car so i changed a few plug wires around to see if anything changed but of course it did not change anything. the plug wiring seemed a little odd to me though so ill try and show what i saw and maybe someone can tell me if it is right or wrong.

and this is how the plugs are wired is this true or should they be different?
also if there is anything else that may cause it to react like this any and all info is welcomed.
almost forgot his mechanic says they did the timing belt but i dont know how long ago. he speaks very little english but apparently knows alot about cars. or so im told.
