Default ECU 1 fuse blowing

I'm helping a friends daughter try to get her cooling fans to operate on her 2000 Hyundai Accent. I've traced the problem to a blown ECU1 fuse. as soon as the ignition key is turned on the fuse blows. Where should I begin tracing this?
We just replaced her engine with a slightly used one becaue her timing belt broke & destroyed the valves, & it ran great for a couple days before the fans quit.

Wow not a single answer, not a very helpful forum guys. I figured the problem out without any input so thanks anyway.
