If you pop off the plastic cover to show the fuses you can just tap the outer plastic casing. It is the bottom cream hump to the right.
You should also hear the relay click on when you turn the ignition on.
You could apply a 12v + to the 30A fuse to confirm.

It sure was the relay, after pulling the fuse panel out and taking the board out I squeezed the relay case and gave it a few flicks before putting it all back together I just connected the wiring and those 2 fuses and the windows worked, hasn't done it since but Hyundai priced fuse panel way to expensive and it came with wirings not just the panel no surprise -_-

replaced Fuse panel from a donor vehicle
Well it was not so bad and finished in around an hour. Luckily the replacement one from an 06, the seller left the connectors in it so it was easy to see that tabs needed to be pushed to take the connectors out. There was one nut on the top I didn't see for a while that confused me but once that was out it went really well and now my power windows work! I tried to back feed through the 2 30 amp fuse areas to try to get the windows to work but that didn't work for some reason, so went with the replacement fuse box.
