I know there is a filter in the tank and would like to know if there is another one on the outsie which can be changed periodically? If so where is it located?

The only one is the one in the tank.  If you want to change that out, let me know; I can dig up some directions online that will help.

If one changes the fuel filter, will that stop the problem I am having/?. My 00 Elantra will not allow me to fill the tank. At all station as I am pumping it will shut off. Its not the pumps or cap or air in tank.

More than likely you have a problem with your evaporative emissions system (gas tank vent).  If the tank has been overfilled in the past and liquid fuel has gotten up into the vent lines, it can cause those kinds of issues.  There are some check valves and purge valves and stuff in the system that can be changed out as well.

The fuel filter should really have no effect on filling the tank though; the fuel doesn't go through the filter until it is pumped toward the engine.

Thanks for that info - So would it need any parts to buy?.  Can one correct the matter oneself?  If not what's all involved to correct the problem
