I am not sure if I should use genuine Hyundai replacements or go with another manufacturer for my 2005 Elantra? Also when is the best time to replace them, after X amount of miles or when they start to really streak? Plus what is the best method to clean original wipers if that resolves streaks?

Don't over think it; just replace them with a name brand. The time to replace them is when they streak. My OEM wipers were pretty nasty; once I replaced them they worked a lot better.

There is no set time or reason as to when too replace..it's just as DooHickie says, when it's time to replace them you'll know it by the streaking..I replace mine 2 or 3 times per year just to keep them looking good and clean looking...
