Hi i have a hyundai lantra 1994 model sedan... 5 sped manual

The car is running and idling like abseloute ****e!! I need to know what the possible causes for the loss of power and low idle are? Can anyone give me pictures and advice on how to advance the timing to make the car more responsive???

Also the car steering wheel wobbles and ive jacked the car up at the front and checked for crappy bearings (by shaking/wiggling the wheel, there was no movement)... and i also checked the tyres for bulb spots or lumps, this also seems fine?... would i just need a wheel balance or could i check my suspension components for problems?? what would i be looking for?
