I have a 2000 Accent that I just brought to a shop to get the valves and springs replaced. Over the weekend I put the head back on and everthing else on and now it won't start. I am getting fuel and spark, but nothing. Can some one please help. I need my car back

It may help other forum members to understand your situation if you explained what prompted the head rebuild and which engine you are dealing with (1.5 vs 1.6). 

The cam shaft(s) turn at 1/2 the speed of the crank shaft.  It can be easy to get the valve timing off by as much as 180 degrees (actually more than that, 180 off is my common mistake).  I would start by reinstalling the new timing belt and making sure the cam sprocket(s) are timed correctly in relation to the crank.  Make sure rotation arrows on the belt are pointing in the correct direction for belt travel.  If you've turned the engine over without any signs of problems or unusual noise, the timing likely isn't that far off.

try doing a compression check, that will tell you if you have some sort of valve timing problem.

I had to get the head redone because cylinder 3 and 4 valves where not closing all the way, acourding to the auto store. I have a 1.5L. I am new to fixing cars so any help would be greatly helpful.

try and rent or borrow a compression guage, then remove spark plugs, disconnect coil pack and perform compression check. then we'll take it from there

If you recycled the head gasket, or if you've torqued the new one down and then took it back apart, it likely will not work to seal the head to the block without leaking.  They are a one shot deal.  Make sure the head gasket is good, and then follow madindian1's advice about compression testing.
