My Driver side wiper moves slowly, incompletely. I believe the motor is fine, or it wouldn't move at all. Passenger side wiper moves fine, except when it collides with the lazy driver side one.

Is tightening the linkage from the arm to the motor a possibility? It it easy to do?

try removing the 14mm nut on the arm and inspect the groove inside the arm to see if it's worn.
