The H-brake light comes on if the level is too low. Only a HD-dealer can read the codes and cancel the light. As tech1 states, it is most likely a speed sensor. The moment you brake, a "brake on signal" goes to the ABS. The ABS calculates the fastest possible slowdown rate of the wheels, and intervenes with the wheel that slows faster then the others. This will occur at any brake pressure/rate.
