Can anyone tell me how to change this? I have read the book twice and can not figure this out for the life of me. I feel like such an idiot now. Is it a fuse or can I change the actual light?

What year and body style (sedan, hatch) do you have?

Probably the little bulbs. The top of the light fixture usually pops off in most cars. I have actually had only one of the bulbs burn out before, and they change them for you during state inspections to keep it legal.
