Why sometimes when I start the ignition I cannot shift from park until I press the brake pedal. Then I am able to shift. When I release the brake pedal, the shift lever will not move.

safety!!!! there is a shift lock that disengages when you put your foot on the brake. stops you knocking it out of park and the car rolling forwards/backwards

Most cars are designed that way this day and age ...

For safety purposes, and to keep little children alone in a car from engaging the transmission, you MUST put your foot on the brake to engage the transmission.
