The reflectors include the housing for rear fogs; all you need is the bulbs, and you need to cut the hole to fit the light socket. You can use either 1156 bulbs and use them as fog lights only, or 1157 with the dim filament connected to your marker lights and the bright filament as rear fogs.
If it were me, I would just go to the junk yard and buy a pair of 1156 or 1157 lights. If you want to get all fancy, try what these guys did: http://www.santafemods.com/Mods/RearFogLights.htm
Complete instructions with pictures. I know one of those guys (twospirits) from SantaFeForum; he knows his stuff.
