Your passenger compartment junction block should be near your left knee, probably behind a panel, door, or bin (sorry, I'm not familiar with the Santa Fe). Anyway, if the flash-to-pass is working but nothing else is, your problem is most likely the headlamp relay fuse (Fuse 5 in the passenger compartment junction block, a 10 Amp fuse), the headlamp relay (which is on the other side of the junction block), or the wires running to or from these. If none of those, it might be the switch itself. I'm attaching some images that may help you. The headlight schematic diagram. If Flash To Pass is working, the right side is okay; the problem is on the left side of the diagram.
