i think its just an electrical problem but not exactly a detramental problem. basically what you're saying is, once you kick on the a/c, the rpms jump up to about 1500rpms then slowly idles down to around 1000. or if you're driving it with the a/c on and pull up to a stop sign or red light, it take a while for it to idle down? , basically getting a really good battary or a volt stabilizer(a good one), it will solve a little of your problem, but really no matter what you do, every time you kick on the a/c, the rpms are going to be effected for the simple fact that the a/c pulley it ran from the crank pulley, you're just putting a load on it and at the same time you're getting a pulse of electricity, its just your engine compansating. its really just an anoying this about these cars.
