2002 Elantra Has crank but no start
My dad recently gave me his 2002 Elantra. 198k, 5 speed. About a month or so ago, he was driving and it started having hesitation and lost power. He seems to think the engine seized. However, when I went and tried to start it, it cranks but doesn't turn over. Has new spark plugs and wires. Fuel pump is getting power, all relays are good. I haven't checked crankshaft position sensor but I do have a suspicion about it. I uploaded a video of the cranking, maybe someone could point me in the right direction?

If you can ... open the cover for pouring oil into the engine ...
The top of the valve cover, look in and ask someone to crank engine
Do the valves move?
From the video, it sounds like the timing belt is broke

Spark Check
You should check for a spark before going much further.
If you have a long nail, remove a plug wire and put it in the coil. Attach the removed plug wire to the head of the nail.
Now have someone turn over the engine and you watch to see if it sparks.
If it does, you now know that the ignition is not really the problem.
Then pull a spark plug - probably an easy one up front.
Ground it with a jumper cable and try the starter again. If it sparks, your problem may be on the fuel side rather than on the electrical side.

You are correct.
Remove the plugs and wipe off all oil
Make sure that the plug wire is also dry before reconnecting
Identify the location for the oil leak - probably a valve cover gasket.
Replace that and put it back together. You may be surprised!

I too have a Hyundai Elantra 2002 it's not getting any it's cranking but not starting I just took the spark plug out and most of the spark plug is covered in oil and I just replace a valve gasket not even a week ago where do I look to try to find out where the leak is it wants to start but just

Just curious,
What did you find when you removed the oil fill plug and cranked the engine over? This is important because if the belt is broken ,you have bigger problems than you realize.
I believe all Hyundai engines are INTERFERENCE ENGINES. That means , there could be bent valves. You can verify this with either a compression test or removing a few parts and looking at the belt.

I bought a new battery still same but it almost will crankover just wont before battery I recorded this
