2013 elantra blower and a/c only work when fan speedbetween three and 4.
Here is a weird one for the guru out there. The fan and a/c only work when in a certain position between three and 4 (4 highest). Changed blower resistor same issue. Changed blower same issue. Even bought and changed entire control panel from a salvage yard and same issue. Ideas welcome!!!

This is what I would try,
You will need a test light or voltmeter to do this,
Remove enough to get access to the blower switch.
One of the leads should be power coming in , key on.
Usually there is a terminal for each speed on the switch.
If you have power coming in, which is there since the other speeds work, check each connection on the switch for power in each speed position.
If you find two positions that lack power, the switch is defective.
