Default Wet Oil Pan

I have a 2002 Hyundai Accent with 1.5L engine. The oil pan is always wet with oil (3 or 4 drops hanging from the bottom of it) and I always get a little puddle of oil under the parked car. I am very faithful in changing the oil and filter every 3000. I always put in 4 quarts and during my last change I only got a little over 2 quarts out. My suspicion is the oil pan seal. Is that a reasonable possibility? Is it easy to reseal with new sealant. I live in a cold climate. Its like 11F outside now. I am concerned that the sealant won't cure properly. Any chance that just tightening the bolts wil stop the leak?

Do you put a new washer on the drain plug everytime you change it?The first time i changed mine i put the same washer back on and it didnt securely fit right and leaked around the drain plug and onto bottom of oil pan.The dealership only charges about 75 cents when you get it with a new oil filter.

I would just tighten all of the the oil pan nuts about 1/4 turn and see how that works. Do not overtighten!

I make my own washers using the plastic lid from a coffeecan and cutting/scribing concentric circles with a circle template
