Default 1.2V fuel pump input voltage

Hey, I have a 2005 Accent, doesn't start. Timing light says I have spark, can't hear the fuel pump turning on. If I remove the relay to the fuel pump and hot wire the output side, I hear the fuel pump kick on. Input side to the relay only goes to 1.2 volts when ignition is turned. Tried replacing relay with brake and horn relays, did not help. Both the brake and horn relays have 12 volts on their input side when the horn is pressed or the tail lights turn on, so I am suspicious of the fuel pump relay only getting 1.2 volts on it's input side. What would cause this? Partially blown fuse? Bad ground? Bad computer? What should I test next?
