How to remove bottom of wheel well

I have aftermarket fog lights in the holes in the front bumper of my 2002 Accent...I originally screwed the fog light bracket in with 1/4-20 bolts after threading the hole...since taking the fog lights out a few times to replace bulbs the threads I have made in bumper are worn and no longer tighten...I would like to take out fasteners holding what looks like an extension of wheel well underneath fog lights so I can put a nut on bolt to tighten fog light bracket ...what kind of fasteners hold on the plastic piece in this area (is it screws or an automotive style fastener?)...I figured I could take out fasteners and push wheel well plastic out of the way to put nuts on the bolts that hold fog light brackets...
Other then that ...some type of threaded insert or threaded expansion type (rubber expansion nut) could to be used to avoid having to remove plastic under holes
any suggestions thanks

1.Loosen the head lamps, disconnect all connectors, and remove the head lamp.

2.Remove the 6 mounting clips on the upper bumper and 2 clips in the inner bumper.

3.Remove the mounting bolt and nut in the bumper side.

4.Raise the vehicle, remove the clip and screw from the lower member, and remove the bumper cover.


5.Remove the bumper stay.

6.Installation is the reverse of removal.

I looked at that diagram on hma service myself
but I can not figure out whether the fasteners are screws or plastic auto push in fasteners
I put a screw driver to them and they do not unscrew
