Hyundai Accent 2001 a/t Fuel Consumption problem
 
My Hyundai Accent X3 model, 2001 , have fuel consumption problem, it takes 1 ltr for 4 km or about 1 gallons for 16 to 17 mile, I try to run engine trouble code check procedure, but the check engine light doesn't blink, even if I put the key in " on " position without starting the engine, it doesn't light too, So I check the bulb, it was ok, but it doesn't have 12 volt power supply to the connector. Is there any fuse for the check engine light bulb...?, If any, where is the location?,

The car Idle and runs ok, but it running rich at idle, when I check Co at service station it was 8,34, the mechanic say the normal value is 0,6. I took the car to Hyundai Authorized service station to run engine check diagnostic , and they say they have run the GDS procedure ( I don't know exactly this procedure means ) and everything was okay, but they didn't give me the report of the procedure, I think they didn't run the procedure at all.
And if I pressed the accelerator pedal at 5000 rpm, there was a black smoke from the exhaust tip.

I have put new fuel pump and Idle air motor, what should I check next...?,
