Problem with 01 accent.
 

I have a 2001 accent with the 1.6. The problem is it won't rev over 3000rpm if I have the idle air control actuator plugged in. I have tried replacing the IAC and didn't change. Have continuity between the sensor to ECM. Swapped computers. Nothing has fixed it. Just looking for some advice as what to check next. Thanks
