Default Universal Code Readers

I was looking at the Universal code readers in Walmart. They claim they will read codes on every car made.
Two questions.

Are they worth buying from Walmart ?
and
Where do you attach it to in a 2002 Hyundai Accent with 1.6 engine.

I have the: Equus OBD II Code Reader. It works good.

The connector is under the steering wheel.

The one in Walmart sure looks like the same thing as the Equus one you posted the link to.

The socket to fit the plug into is under the steering wheel ? ? ?
I took a flashlight out and looked all around under there and cannot find it. Does a cover have to be removed to access it ? ?

Thanks . . . . I found it.
Aparrently under the steering wheel could cover quite an area because it was over on the left side and underneath right beside the hood release handle.

Last time I checked it was $69.00 and $89.00. Same make but $89.00 was a little bigger and probably had a few more bells and whistles.
