E-Brake/Parking Brake problem

E-Brake/Parking Brake problem
2000 Elantra
I just changed my rear brakes, and my parking brake seems to be very easy to pull on. I reconnected the cables properly (at least I assume properly) I went out and tested on a hill in neutral, and it seems to work when I pull it all the way to the top. But I also tried putting the car in drive and put the parking brake on, and it was able to move on it's own. I also tried applying the brake while driving, and it barely slowed me down. So assume there's some sort of problem here.
When replacing the brakes, I followed the service manual, and I pumped the parking brake after the install. Anyone else experience a problem like this?
