Abs?
 
2002 Elantra.It has drum rear brakes and no sign of sensors or toothed wheel on the rear. It has toothed wheel and sensors on the front. The slots in the underhood fuse box marked ABS1&ABS2 are empty and only have one contact.

Did it come with ABS that someone removed, or did the factory put the sensors on the front of all 02s, abs or not?

I highly doubt someone removed the ABS system from the car. My guess is it doesn't have ABS. The only way to tell for sure is to look for the ABS pump on the passenger side of the engine compartment near the radiator support. It looks like this:

Yes, there will still be a tone wheel (toothed wheel) on the front wheels on non-ABS cars because the computer uses it as the wheel/vehicle speed sensor.

Don't have an Elantra, but some cars have the ABS tone wheel on the rear hub, inside the drum where you can't see it without removing the drum.
