Bleeding the Fuel pressure down on the Fuel rail.
 

Anyone have a safe way of bleading the fuel rail pressure down to remove the Feul rail and Intake manifold off of a 1.6L DOHC Elantra motor?

Engine cold, stick some rags under the fuel line where it meets the rail. slowly break your bolts loose while wearing safety goggles.W ash gas from hands after you do. This is the best way to disconnect fuel rail to my knowledge.

Relieve fuel pressure
 

Under the hood, drivers side fuse box remove lid . Underneath lid is the legend that describes where all the fuses and relays are on the circuit board. You are looking for fuel pump or fuel relay. Identify the correct relay and remove it. Start engine and wait for it to stall. Start engine 2 more times to ensure the pressure is relieved from the fuel line. Never remove a fuel line that is under pressure !! If the engine does not stall recheck the legend and find the right relay. If you think your fuel pump is bad try this little trick, honk your horn to ensure that your horn relay is working. Remove the horn relay and place it in the fuel relay position on the circuit board. Start your engine ! If the engine starts it is most likely the relay and not the pump. Want to check the other relays,place them in the horn position and honk the horn. This is my favorite little relay test trick.

If you have already started to dismantle the engine and previously disconnected the battery you won't be able to bleed the fuel pressure down using the engine.
You can either connect a fuel pressure gauge and relieve the pressure through that line or you may need to cover the fuel pressure test port with a rag and depress the valve.

Of course the better way to do this is to run the engine out of fuel before starting disassembly..
You didn't state the year vehicle so not sure if yours has a fuel pressure test port. As always be careful with gasoline under pressure and you should protect your hands from contact with today's gasoline., That is why now you see so many videos where the person is wearing gloves.
