Default 2003 Elantra...fuel smell

I've noticed a very strong fuel smell while driving and when idling and also a hesitancy when trying to start the engine.Not to mention our car seems to be eating gas! When I took it to the dealer they advised they weren't getting any error message codes on it even though it wouldn't start for 3 days. They admittedly felt that was odd since it should have "thrown" a code for not starting. They did the 60K mile service on it and hoped it would resolve any underlying problems. Fuel smell continues, no we don't top off the tank. They thought we may have flooded the engine. Which would be odd since we never pump the gas before starting. We finally got it to start after cranking for 30-45 seconds on the 3rd day. It's just not been right since. We've replaced the battery even though it was fine according to the test we ran on the electrical/charging system. Anyone have any idea what might be causing this? Thank you in advance for your help They did tell me these cars have an issue with "flooding" if you move the car to another spot and don't drive it around for awhile, it apparently the sensor overloads the car with fuel in the engine that it can't burn off. Never had this problem before 60K miles...does that explanation make sense?

Has the dealership checked the fuel tank air filter, purge valve and charcoal canister?

Look at the end of the injector rail,,,, the diaphram on end will be either a pressure regulator (black hose come off to return fuel to tank and small hose for vacuum) OR it will be a pulse damper.... LOOK for fuel staining-dirt-discolor there on either component.
