Head gasket issues.

Hell all. Let me introduce myself as a noob here. I am flyboy and have been working on cars for the past 8 years. I recently started on my first 2005 Hyundai Elantra 2.0 cvvt. It had a new motor installed from the factory, overheated, then blew the head gasket. Hyundai claims that it was driver error. The vehicle then came to me to repair it. When I removed the head...I noticed that the entire line of rear head bolts did NOT have washers on them. However the new package of bolts has 10 washers. It sounds like the shop screwed up and didn't replace the washers....as far as I can tell. This in turn caused head gasket failure and ended up overheating and blowing the tank on the rad. What is everyones opinion. Is there supposed to be washers on all 10 head head bolts? If there is I will be calling the shop and informing them and making them do the work. Sorry if it seems as though I'm rambeling but I'm pretty po'd.

TL:DR

Hyundai certified replaced engine lower and used the same head.
Head gasket failed.
Tore head off and 5 washers where missing from head.
Seems like it should be covered under warranty right?
