OBD fuse location
I found the problem. When I installed the Schumacher Memory Saver and disconnected the battery, the cabin “1 MEMORY” fuse blew, undoubtedly because the OBD/memory saver’s power pin tried to power the car and exceeded the 10 amp fuse limit. The memory saver should have a current limiter. This solved a handful of other issues with the instrument panel that I haven’t mentioned. And the OBD's power pin now has power. All is good now.
For what it is worth,
Suggest investing in a decent test light available from most auto supply stores like NAPA,Advance, etc.
You can check all fuses in less that 2 minutes without pulling any fuses. That way you can have an answer in a short time if any fuse is protecting any circuit and might be open.
