Can I get emission inspection with HTR monitor not ready?

When I picked up my 03 Sonata from having the secondhand transmission installed. It had a P0507 code that popped up as soon as I started it to drive back home. I had my scanner with me, so I cleared it because I figured because it's been sitting for a year outside not being driven it may have needed to be driven some. I don't think there's anything wrong with the idle air, more likely a small vacuum leak. I checked the RPM it's running a little beyond specs in PARK, about 900-950RPM. We drove it home about 6 miles and it runs and drives great. I've been driving it on the expressway over 60 to try and get some of the monitors ready. Over a couple of days driving all the monitors are ready except HTR. My scanner isn't the cheapest but definitely not the best, but when I check readiness it shows a green check mark that it's ready. I'm assuming that means it's ready to get tested. CEL has not come back on but looking further, the code is pending. As long as the light doesn't come back on can I still get the emissions inspection with the HTR ready? I read somewhere that if the EVAP isn't ready on a 2000+ you could still pass, but mine the EVAP is ready just not the HTR. Or will it still not pass with a pending code eventhough the light hasn't come back on. I've got a factory Hyundai manual and it doesn't go into detail much on anything and no mentions of the drive cycle. I've got the main manual and electrical manual.

My guess: no.
It's really a guess. But look here. HTR is the heater for the O2 sensor. If it does not heat up quick enough the cat won't operate.
