The starter is the electric motor protruding from the bell housing between the radiator and engine block. The clicking sound is the starter solanoid, not the starter itself. Solanoid will make that clicking noise when starved for adequate voltage from the battery. A bad battery, loose battery cables or corroded battery cables are usually the cause of this situation, not a bad starter.
