need help with my headlights only high beams work
 

I recently got a 2003 tiburon that was lightly wrecked. after we had installed the headlights only the high beams will work when you dim the lights the headlights shut off completely and only the running lights are left on. Has anyone had this problem and how do I fix it?

Verify the filaments are not open circuit ?
