Recall information request.

Hi!
I was wondering ,my 2003 Tib. has several recalls which have to be dealt with at the Hyundai Dealer, one of them being a possible leaking exhaust manifold.
Right now I have a check engine light on,being present for the last 1300 miles.
Current mileage is 104000,and last time checkengine light was on was 99000 miles and tightening gas cap kept light off until 1300 miles ago.
Would Hyundai charge me to fix this scenario if leaking manifold was not responsible for my check engine light being on? And if they did ,would it be wise financially to get it done by them than an independent mechanic, with their electronic on the spot diagnostic tools there?
Thanx for your time and consideration!!

Yes, most likely.

No, most (if not all) independent mechanics will have the same or similar equipment to diagnose problems with the car.
