hot air with ac and radiator fan not coming on
The items you mentioned are protected by fuses.
Do you have a copy of the owner's manual?
How did you determine which is the proper relay ?
In the manual, in the specifications section it should list the fuses , relays and their location and what they protect. There's good stuff in there.

When turning on the AC, both the radiator fan and AC fan should turn on.
Is the AC clutch engaging? Is the AC fan turning on?
On some cars, disconnecting the engine coolant temperature sensor will turn on the fans.
Check radiator fan to see if it turns easily.
Check to see if there is power and ground going to the fan
Some cars have a fan controller. Don't know about Tucson??

Check to make sure temperature selector is turned to cool or cold
Is blend door actuator working to select cold air??
