Power Failure in Rain

What could be causing my 2007 Hyundai Tuscon (43K) to lose power/reboot the computer (battery light, airbag light, seatbelt light, and more flash) while I go through puddles even at slow speeds? I lose all power steering, ABS, and have to probably other computer-related systems for about 8 seconds while it reboots. It's dangerous and I'm not sure what would be causing it. It only occurs when I drive in the rain. It's a 4WD vehicle, I don't think it should be doing this.

Thanks for your help!

Please explain the problem better. What do you mean by "reboot"? It's a car, not a laptop. Cars do not "reboot".

Does the engine stall or do you just get all the warning lights? My guess is water is getting up into the engine compartment and on the drive belts and causing them to slip.
