Question Electrical

On a thread that I am confused about front drivers side headlight burns out frequently. The thread states to check the alternator high output voltage. My question is if the alternator output is high 13-15vdc it would not cause the fuse to blow would it ? Ohms law I=E/R the states the higher the voltage the lower the amperage reducing the chances of the fuse blowing.

Ohms law I=E/R
Current in amperes is directly related to the voltage
As voltage increases so does the current
Resistance stays the same.
Fuses are a current limiting device

Something that is often overlooked is the origin of the lamps. If not produced domestically quality is questionable to say the least.
Also ,if there is any question of alternator output exceeding limits , other components would most likely be affected which has not been disclosed at this time.
Not knowing both of these conditions , tough to offer possible causes.
