Obd2 port no hot no dome lights door lights trunk lights 2005 hyundai elantra

Check engine bay fuse box
My schematic from Haynes only says B/Alarm fuse 10 amp
One side is hot at all times
So can check with test light without turning key to on position

Can check youtube for videos on OBD2 ports

Pin 16 of the diag. plug (DLC) supplies the power.
Must have good connections for pins 4 & 5 which are the grounds.
What are you using to verify the readings you are getting?
