Default Cooling fan problems ,Accent 2004

Hi All,
my accent 2004 cooling fan not working probably here is the states :

1- when AC is on ( Both Fans work fine).
2- when disconnecting Engine Coolant Temperature Sensor Cable ( Both Fans work fine).
3- it doesn't turn on Automatically when the engine becomes hot.

As far as I know and looking at the circuit involved, turning on the AC turns on both radiator fan and AC condenser fan
So, both fans are working and the wiring to the fans are working. All relays are working.
Disconnecting the engine coolant temperature sensor, only tells me that the ECU is getting its signal to turn the fans on
And that the ECU is working.
The only thing I would suspect is the engine coolant temperature sensor.
It isn't telling the ECU to turn on the radiator fan???
I could be wrong. But, it is the only thing left??
