I assumed the Accent was like other fuel injected cars, and applied power to the pump on ignition to prime the fuel pressure.
Fuel is cut off until the crankshaft rotation sensor detects rotation.

With the starter engaged and engine turning over the fuel delivery is a lot less.
I am not surprized the stream is less while the starter is engaged. More impotant, a bad crankshaft rotation sensor has been ruled out and it tells me the relays are working properly.

Also a new timing belt fitted
Ah....I think the rough idle and poor performance is a timing issue related to the timing belt replacement. It was either installed a cog off or the tension pulley has been re-installed improperly.

Hey, some good news at last, or at least I think it is. I was assuming (wrongly again) the problem may have been fuel pressure. You are not surprised by anything I added about the pump and low fuel volume, so this to me is good news. I took the car for a run, but it won't even pull in top gear. I checked the timing at idle and it varies between 3 and 7 degrees BTC, but hovers around 5. When acceleration is first applied it swings way over to 10 degrees ATC then comes back and runs about 20 degrees BTC at half throttle. I will pull it down and check the timing belt as suggested, and report back when I have some info.

Just for my own peace of mind and for anyone else following this thread, are you saying what is happening with my fuel pump is normal for this car. If so, I really am sorry for wasting your time. But thanks so much for the time and effort you did put in.

Well I stripped it down to check the timing belt as suggested. The timing marks are spot on, so no 1 cog out. When you say a problem with tension, did you mean perhaps the belt is too loose. The tension on the belt is per the manual I have. I'll keep checking things though.
