general proceedure is to turn the wheel back and forth from lock to lock in a slow, steady motion while keeping an eye on the fluid level.
i also like lucas oil products for their power steering additive. it's the only 'fix in a can' that i endorse for noises in the power steering system.
if, however, the pump was replaced and is bled and you still have a noise issue, you may have had additional issues, or the pump may have not been the problem to begin with.
when you replace a steering rack, the wheels should be elevated to reduce the strain on the system until there is fluid pressure in the entire unit. (just in case someone posts that the wheels s/b up off the ground...not so, i've done enough ps pumps with the wheels on the ground)
