I would start with an Intake. CAI's are good but have a slight risk of hydrolocking (sucking water into the engine). An SRI intake from Injen is an excellent alternative as it gives 99% of the performance of a CAI without the hydrolock worries.

Next I would go with a good cat-back exhaust and then headers.
