Default I40 Brake Controller

Hi there all!
I’m new here and on behalf of a friend who has just purchased a 2014 i40. She wants to buy a camper to tow and I believe there is a trailer harness (in the car boot with flat ribbon cable) already installed, with the tow bar.
My question is…
She needs a brake controller installed because of the 750kg and above towing weight requirement for one here in Australia. I note in the wiring at the 7 pin plug, there is a blue wire attached to PIN number 5 - (the standard for electric brake connections), why is this wire already connected, when there’s no brake controller?
i have installed brake controllers before in older cars, and more recently in my late model Mitsubishi Triton, that required a special harness. Also, I’m aware of the issue that the controller causes when the brake override is used - ie, causing the car’s brake lights to come on and confusing the car’s computer.
Has anyone installed a brake controller in the i40, and how is it done..?
