I got a 93 Excel just got other day and when we put the key in it turns no prob at all. But then when you go to turn switch off it won't let you turn it past ACC. But if you unhook Battery then it will let you turn it to off with no problem and take key out. So does anyone know what the problem could be and how to fix it?

I assume the car has an automatic tranmission. I think you have a bad neutral safety switch that's built into the shifter mechanism. The switch prevent you from starting the unless the shifter is engaged in either the park or neutral position, and prevents the key from turning to the lock position for removal unless the shifter is in the park position. When you disconnect the battery, the lockout solanoid losses power and stops working.
