Default 2004 Santa Fe Idle problems

I have a problem with my Santa Fe, that doesn't seem to be covered in any other thread. The car will not idle when it is cold, it sits at 1500 rpms until it warms up at which point you can tap the accelerator and it will drop to 600. Another problem that is part of this, of course, is the Evap and O2 sensors will not cycle into test mode for inspection. Cables are not sticking or binding and are totally relaxed at throttle body, have checked for cracked hoses and vacuum leaks (unneeded since it does idle when the throttle is tapped inside, or at the throttle body). Idle Air control valve is full open with ignition on, and approx 1/16" open with ignition off. The 3 sensors reading show no codes. The vehicle has 130k. I should add this is a 2.7 4 wheel drive Automatic vehicle.
