Default Headlight question

I have a 2001 Accent. Other day both lowbeams went out. When I switch to highbeams the lights work. So I figure to just change the bulbs. Well the lowbeams did not come on but the highbeams came on. Any ideas as to what the cause might be? I am hoping it is not in the stalk.

I checked for a headlight/light relay and I could not find one where the relays are located under the hood. The fuses that are designated for lights look good. So I am stumped.

Okay the low beams still do not work.

I've replaced the following in the hopes of making them work in the order that they were replaced:

Two new bulbs

Three fuess in the fuse box under the hood

One relay under the dash

One turn signal/light switch stalk

And still no low beam and all other functions work.

Is there a resistor that controls the current to the low beams or is that contained in the stalk?

If you have checked the fuses and relays and couldnt find anything..altho most all cars have a fuse for hi& lo beams but if they are both good get a voltmeter or continuity tester and check between the(giving that theres only one fuse) headlight fuse and the positive connection in the bulb socket. there should be three connections on the bulb . high low and ground (on turn signal bulbs the gound is the metal base of the bulb . if all is good you likely have a short circut in the switch somewhere in the console and when you turn on brights the lows shut off but a connection isnt being made to turn the highs on but the switch has been triggered so lows turn off. check out a wiring diagram for more info as to how your model works.
