too much oil on top of pistons

I have two plugs that are drowning in motor oil, so much so that it creates too much compression to turn the motor over unless I pull the plugs. Where could this much oil come from?

Either the rings or the valve guides/seals. I'd check the valves first. Pull the valve cover off and see if there is oil pooling up top.
