So I have the correct fog lights and I have a wiring Kit I got off Amazon
The issue is the switch and the best location.

Cars with option "Sporty Type" have a different multi-function light switch for the front fogs (PN 93410-2L261 (sporty) vs 93410-2L201 (std)).
The wiring diagram for the front fogs shows that the switch is wired to the BCM (term 9 of M04-A), which then controls the front fog lamp relay in the engine room junction box. I'd be curious if the fog lamp control wiring exists in the harness for standard (non-sporty) models, and whether the space for the front fog lamp relay is wired at all.
If you're OK with a non-OE retrofit, I wonder if you can find an on/off switch that fits the three-hole switch plate the holds the ESC and illumination rheostat switches on the left side of the crash pad (dash panel) after removing the extra blanking cover.

I have the parts list for the 3-place switch panel. I am also aware of the multi-function switch stalk that has the extra fog light control. I have already been under the front facia covert o replace the "meep-meep* (Road Runner - wimpy sounding horn) with some 85 decibel HELLA Dual Horns. There is not a foglight wiring setup in the stock wiring harness that is included with the baseline Touring. So this kit has almost everything I think I will need to run a new wire setup from an ignition "hot" 12vdc source, with fuse, relay and dash switch. My first task is to find a switch that will mount in the blank position (PN: 93755D) of the 3-place switch. My last option is to modify the blank to hold the switch. I will most likely have to remove the switch connector to feed the wires past the fire wall.
Assuming the steering wheel/multi-function light switch wiring harness does not have a wire for front fog lamp control (that leads to the BCM), I agree that adding a switch to the left switch plate position is the way to go here.
But, what switch goes in the left position:

I've seen reference to a "headlamp leveling device", but I haven't found one that looks like it would fit in that position.

Good luck with this -- I'm looking to do something similar with an '11 VW Golf Variant wagon (AKA Jetta SportWagen) with the low-end BCM that doesn't have front fog outputs. In our case, the rotary dash light switch has different variants that include front fog lamps.
Why don't you check with a dealership parts dept ? They have all the info for which switch could be there and probably provide the cost and availability at the same time.

It looks like the left position is always the headlight leveling adjustment control (when optioned) and the right position is always the illumination rheostat.
The center position, however has options.
In North American models, we always get the full-size ESC on/off switch (93750).
ROW appears to have an option for two half-size switches in the center position: ESC on/off (93750-2L011WK) and window de-icer on/off (93740-2L100WK). If the window deicer is a proper toggle (push on/push off) rather a momentary signal to, say, the BCM (like many VAG dash switches), this would be an interesting solution.
I did this conversion using factory parts. It was a massive pain. To do it the OEM way you need:
Right hand loom that runs through the fender. Left hand loom that runs through the fender. You then need to go in to the wheel wells to install them. Then lift the fusebox and install the loom into that. Then you need to make up some cabling to the loom that goes from the switch to the BCM and... etc etc It's a MASSIVE pain in the neck, because none of the cabling exists in the car if it wasn't ordered with fog-lights originally.
In the end I did all of the wiring in the car and installed the left hand loom through the fender and stopped: making up a new loom for the fog-lights themselves connected directly to the battery.
So your plan to put a switch in and wire it without any of the above is a SOLID idea and it's how I'd do it now in hindsight.
If you do want it a bit more OEM looking though, you could snag a multi-function switch (the indicator stalk) with the fog-light switch on it and wire THAT to your relay to activate the fogs. That'll save you drilling / hacking up the switch panel and it'll all look factory. The wiring to the BCM is to ensure that the fog lights only come on with the lights and not just the sidelights, so you can ignore that.
Also the heated windscreen and ESC switches are both momentary non-locking switches. They send a pulse to the BCM or TRACS ecu respectively to latch those functions on, so using them will require a latching relay.
