Yes, the valve is normally closed until commanded from ECM. You shouldn't be able to blow through it when tested. You can also bench test it with jumper leads connected to battery( be careful) with power supplied the valve opens, when power is released the valve slams shut from the spring that's inside. Also when replacing make sure the arrow points toward vacuum source ( intake)
