Default 2001 odd RPM issue

I have a 2001 Tiburon that for the last few months has developed a very strange issue. The car itself runs great in every way except for when you come to a stop. When the vehicle comes to a complete stop, the RPMs will rev up to 2k on their own and drop back down to about 1k and then back up to 2k, it slowly starts backing down after this (but still fluctuates) until it returns to a normal idle. I have been told that this could be as simple as a vaccum hose being loose, but I do not see anything.

This is bugging the living **** out of me, please help!!!!!

it's either a vacuum hose from the intake to the valve cover or you idle speed actuator is taking a ****

I know this is stupid *** question, but if it is in fact the idle speed actuator, do you think this will affect it passing amog in California? I doesnt seem like it would be an issue but I just want to be safe. I checked the hoses and everything is tight with no cracking or holes. Thanks for any help!

does it do it more often while the defrost is on? and/or in the cold?
