Default scanned my 99, and got odd results

hey, i have some questions about a scan i did on the car.

the
B1S2 O2 Fuel Trim (%) [-100.0 99.22]
is always reading at 99.06%. it never changes no matter what i do.
also, my ignition timing advance is all over the place. somtimes at 5000 RPM its at 18 degrees and sometimes at 2000RPM its 12degrees. does this mean its knocking alot and pulling the timming? im assuming that it should be around 30 degrees

Timing advances with increase in RPM, that's normal. 30 degrees? Who told you that?
